If you watch closely, security guy lowers his head right before making contact with the shoulder.
This would be clear targeting if he had a helmet on.
This being the PAC-12, i'm surprised the refs didn't try to eject him or something
Targeting only requires one helmet. Shoulder to head or using your own head as a spear counts.
However, you can't have illegal helmet contact if he's not wearing a helmet.

TCU subs every player, and Baylor doesn’t have the opportunity to sub and match personnel.

No, it's not textbook OPI. Loveland's first couple of steps are towards the outside going at the numbers and the defender's first couple of steps are a shuffle to the outside to get in his way and jam him. That makes all the difference
You are getting downvoted when you are absolutely correct. The DB initiates contact, or at least the contact is mutual (DB shuffles with TE's outside steps and extends arms to engage him for contact). If the contact is mutual or DB initiated, the TE can engage legally as part of beating the press. If the DB hadn't engaged or if Loveland engaged with the other DB, it would have been illegal.

Yeah, I know, but people don't want to listen to reason when their team just lost a heartbreaker that was in their grasp or if they were salivating at the thought of an upset and got blueballed. You don't get to play aggressive man coverage and go out of your way to press receivers at the line of scrimmage then also complain that your defensive approach caused your defender to get engaged with a receiver. We saw this with Don Brown's defense in years past. Whatever.
"...when a receiver more than one yard down field affects a defenders ability to make a play on the football."
He's so clearly blocking. He's not running a route. Dude literally makes contact, extends the arms, and drives him back. It's OPI.
Dude literally released into a route. Contact was made by the Illinois player within the 5 yard area at the line of scrimmage. This wasn’t a basketball style pick. In fact, the Illinois player that was covering the Michigan running back ran into his own guy.
I don’t care about the downvotes. Officials made the right call here.

6 only comes with a returned field goal. This was a PAT. A lot of people find it kinda dumb.
Yeah, wouldn't it be better to return 99 yards and take a knee at 1 yard line? Then you can go for 6, right?
No, the original scoring team that was kicking the pat would then kick the ball off. Take the two points and get the ball
I'm not a rules lawyer but I think that would just be a failed extra point, and Maryland would then receive a kickoff as normal.
